If you have a big forum / ecommerce website then 3k email for a day is normal.
Facebook sends millions of email every day right? I get around 5-10 useless emails from facebook everyday even though I turned off the send email notification. Damn it.
You need email for:
user registration
forgot password
regular notification
promotions or marketing stuffs
the need for 3k+ email / per day means the guy must have lots of viewers/clients

But I think the very little details in OP is likely what everyone is suspicious about. A less suspicious method is to say what his current solution is and why it doesn't work for him so we know what needs to be different from what he was doing.

Why are you suspicious of people? What relation does one's suspicions of others have with one's own moral structure?
In this case the OP's spammed hosting forum's rules are a badly SEO-spun (basically every word replaced with a synonym) copy of LET's rules, and every single thread on their forum is either completely stolen (Porkbun) or asking where to host warez and piracy download sites.
Have you considered MailGun or Amazon SES etc or any number of those ridiculously cheap SMTP services?
You can use them as transports in your own MTA so you have a little more control of email. Exim + SES transport works well and is very cheap. 10 cents for every 1000 mails sent I think.

I get your point but what I really mean is a combine usage of the smtp server not just a blog comments. I believe he is trying to send emails for promotions and stuff. OP might have a news blog or something like that.
Maybe he wants this smtp server for his many blogsite/forum or customers. Like you said if this is just a blog, a 3k emails per day is really an overkill.
