I wanna buy a VPS in Singapore, prefer Equinix datacenters.
Budget: $20/year.
What can I get?
Is it possible to get the following specs?
CPU: 2 vCore (1 vCore if benchmark 5 > 700) - fair-share
RAM: 1GB
NVMe: 15GB
Bandwidth: 1TB/month 1Gbps shared port
I can prepay for 2 years.

Not that specs /budget but, @NDTN has servers in equinix and leaseweb, been using one in leaseweb and am quite happy
You could wait and see what HostHatch offer during Black Friday. Their most recent sale in Singapore was this one that may have fit your requirements if you paid for two years, but it's sold out now:
