Isn't a Diploma is basically a Certificate course?

Not even close. A diploma is university level.

Ah. That makes sense and I was under the wrong impression since Diploma word is freely thrown around here.

My friend has a high-school degree in Graphics Design

This isn't a thing in Canada/US. raised eyebrow

(Best case, a certificate of something, but not a diploma or degree in a specialty).

In Bulgaria, where we are from - we have "profiles" in high school. It is basically your average high school, but sometimes (depending on the school itself) more attention is given to specific subjects or you study subjects, which are related only to your profile - that students in other schools/profiles do not study. It's kind of interesting.
