OneProvider might have a few choices within your budget. Online.net's oversold network in Paris is a hit or miss. Amsterdam should be fairly better and Düsseldorf (myLoc) is prem.

You can find a deal on Contabo.. I tried them in the past but cancelled because the hardware reboots every night due to some bad clock on motherboard..
