• At-least 500 mbps upload speed
• 1TB Disk
• Single CPU core is enough
• 2GB ram is enough
• Any location will do
• At-least 2TB bandwidth monthly
• $25 maximum budget

Pass for Hetzner, Kumsufi servers.
I already have several from them.

OneProvider might have a few choices within your budget. Online.net's oversold network in Paris is a hit or miss. Amsterdam should be fairly better and Düsseldorf (myLoc) is prem.

Considering a VPS, UltraVPS.eu has been around for several years and is a very safe choice. You will find everything you need in their Storage-1000 plan. Performance, service and network is top-notch.

$25 is really low for what you seek! At least, you didn't say 1TB SSD You can find a deal on Contabo.. I tried them in the past but cancelled because the hardware reboots every night due to some bad clock on motherboard..

What? These specs can be found between $5-10 per month.

@AnthonySmith has storage KVM with dedicated cores.

Contabo vps worked well for me. Used it for a few months without issues. Was stable in the USA location.
