@isalem Your 'slowness' is due to not even enabling virtIO drivers.
I'd like it to come with a license. 2012 would be nice but 2003/2008 is fine too.

Try BuyVM. They are offering free Win2k3, 2k8, 2k12 of choice. Although for $20 only you can get is 1GB of RAM. But they are awesome

Never used this provider but have been tempted before by excellent reviews. $32 though for 2G. I think they use vmware. Value appears to increase a lot as you raise the ram on the plans

I have a server in Buffalo but port speed is 100Mbps, Windows 2008, 2008 R2, 2003 R2 is available.
1GB RAM - $20/m (Without AutoBoot)

My understanding is AutoBoot had to be removed. It turns out Apple has a patent on rebooting servers.
Atlantic.net has a cloud windows VPS. 1GB is about $20/month, 2GB is $40/month. Billed hourly. I think they still provide free $10 credit to try the service. You need to pass phone and credit card verification, though.
