afaik jekyll has the biggest user base, themes, tutorials, etc.

Nuxt, if vuejs is not a problem
I’ve used Jekyll, but won't recommend (this can work if the logic of your site is basic).
I prefer Vue.js and Vuex for state management - together with Nuxt makes a great combination.
Give it a try.
Publii has all the "SEO" bells and whistles (meta tags, sitemaps creation and update as new content is added), it supports AMP as well, mobile friendly page creation is also automatic.
It takes some learning and figuring out to get a decent design/look, especially with the free "themes".
No multilingual website support, if that's important for you.
For a regularly updated website/blog, I'd use WordPress. It's more convenient in spite of the downsides.
https://wordpress.org/plugins/static-html-output-plugin/ could be an option (or any good cache plugin + curl in mirror mode to generate the pages).
Best or not, the good part is there are plenty of options, and some good ones mentioned above. You may also want to take a look at https://www.staticgen.com.

Statamic is a great option. Great product, super great support and community.
Statamic is the best alternative. I wouldn't advise anyone to run a huge blog on WordPress.
