Ideally looking to land somewhere in the region of £30 for the listed min spec, £45inc would be top-whack right now.
I would prefer a single disk, but ultimately any combo of discs will do so long as I end up with 4TB somehow.
Since nobody mentioned Hetzner so far, they currently have an i7 with 16GB RAM and 2x 4 TB HDD at 30 EUR.

If you don't mind doubling the statistical risk to loose your data, a software raid-0 should be up and running in a few seconds.
Depends on your use case, but in my opinion the two disk option has the advantage to build a raid-1 for os-relevant partitions so your system itself survives a disk failure while having a raid-0 over the remaining space for your bulk data.
Will give you either 2x2TB of 1x 4TB - whichever you'd prefer

Aren’t WorldStream renowned for being a bit shit, or am I thinking of someone else?
I currently run a server with Worldstream with backuppc, the Pentium G1620 with 1TB hdd config for 12/mo, no problems so far. The past 3 months i had one downtime incident because of a big attack hitting their network (i thought they said it was 100gbit+), but this was resolved within 2 minutes. After that there was no downtime (except my own kernel updates etc).
I dont know if you have to do any ID verification since you're not ordering from NL, atleast i had to do a ID verification which was handled very quickly.
