Looks like you need a /28 subnet with your server.
Maybe @qps, @Quadranet_Adam, or @gisadik can help you out.
Just looking at incero's site, they have a E3-1230/32gb/2x1tb for $40 + $20 for a /28, so $60 per month (slightly above your budget).
