I guess Carlos Slim needs more money, that's why.
At the moment I am mainly considering Slovenia. The prices on vps are very high, and VPS located in Slovenia would be still useful for other European countries. OR India. Seems there is no replacement yet for the Mountspot company. not sure about Indian customs though.
I'd rather spend $0.01 more and use HostVirtual in Chennai. Better, more stable network than T-Rex.

As a Scandinavian, I second this. Sweden lacks LEBs too, with the exception of EDIS being the only low-priced VPS provider there.

@superpilesos by the way a friend of mine is the admin of an ISP in Nigeria, if you are interested in this location. Pretty expensive though, and power, etc. is not very reliable.

I have no idea, it's a local ISP in Nigeria that offers services like ADSL and home internet there, they are not into hosting. But he can probably do something for it, if there is a sufficient interest.

India, absolutely.
European distances and connections are such, that you could just as well host in Frankfurt or any other large IX center like Amsterdam, and be done with it. "Wow a new diverse location, it's a whole 50 km away from the freaking Austria, I wonder do aboriginies still eat people there". Also when you buy from a hoster/DC in a small country not exactly known for an amazing internet infrastructure, chances are they rent a single pipe back to Frankfurt anyways; so your latency to everyone in Europe is their latency to Frankfurt + your latency from Frankfurt to you. Why exactly you wanted that, again?...
India on the other hand is an actual interesting and diverse LOCATION where with some luck (aka HKIX) you will have good ping to even places like SG/JP/AU.
I know of one LEB host in India, used them for a month:

You're so wrong here. In this specific country case. Few years ago when I was looking internet quality stats by country in europe this one was right behind Lithuania (known at that time as country with fastest Internet in the world as well as one of the leading countries in terms of Internet service quality).
There is fibre to almost every home. Plenty choiches to choose between broadband ISPs who don't resell each others but use own infrastructure, run own networks, etc. You can get 100 Mbps line for less than 30€ to every home. With more than one provider. I got it in 2007 for 27€ if I remember correct.
Local IPv6 pop with SixXS is available nearly decade and from all mayor ISPs only one without native IPv6 yet (as you're particulary interested in IPv6).
But ok, you didn't talk about residental access to internet but infrastructure generally and you couldn't be more wrong here.

While I completely agree with this statement it have nothing to do with "bad" internet infrastrucure as some may assume but rather legal, economical, etc.. requirements to open hosting business at all. If you don't have registered company, office, professionaly formaly educated staff, legal representative, etc... you can't even open hosting business here. You can expect high quality service - but this cost. Internet is cheap. All the rest connected with running business from here isn't.
So arrival of someone from "outside" without being limited with formal requirements would mix hosting pricing cards for sure. The main drawback would be small size of local market and I am also not sure how much interest for hosting service here would be from nearest southern countries in similiar position (Croatia..).
@rds100 there are quite a few VPS providers in Norway, just too expensive. Check out host1.no, we actually host our site there.
Lets stay realistic, not everywhere - Fiber is not more available in SI than Fiber+Cable combined in Austria or Switzerland (but it's faster, of course, and mostly symmetric)

Well I simply went and traced this very www.arnes.si address from your post from RU, IT, CZ and EE -- and in ALL of these cases it went via Frankfurt or Berlin. I don't think I could have proven my point more clearly.
Also I was speaking with my experience running traceroutes from Voxility (RO) in mind, from there too, almost every destination I tried, everything went via Frankfurt.
