GetKVM is already there, and, the network is not so good. In fact, Kiev in Ukraine connected with Cogent is the only place I can get to Trabia without going to frankfurt. It takes ~11ms.

Sadly it is largely a myth that hosting in a random Eastern European country will get you good links to all of Eastern Europe. It will be only good for that country alone, or maybe also 1-2 neighbours, but that's it.

Some are ok ex. Ukrainian ISP Datagroup at msk-ix and then you can have a good connection between Ukraine ISP and Russia ISP. Also the connection between Cogent in Ukraine and Cogent in Chisinau seems to be direct. Everything else? yes, it just goes to NL or DE. Even Russian ISPs go to germany or netherlands to connect to my site hosted in Russia. but I cannot complain, I'm not paying for the server. I am sure it is not so slow for those people anyway, seems to only be 75-85ms
It isn't even much better over here in western europe either. UK->UK connections often go to NL first. NL->DE connections sometimes go to london. FR->FR connections go to london too. ??
1) not everything, I traced myself and Estonia from it, it went over Moldtelecom and Trabia, not Cogent;
