VPS - shared dedicated server, if you had any knowledge of CPU you will know that Intel Xeon E3-1230v2 is 4 core and 8 threads processor, see more information about it:

It's because the CPU is 4c/8t. 1 core means it's VPS. If it's dedi, you'd have 4 cores or 8 threads.

I wouldn't touch OneProvider again with @AuroraZ 's penis. Low end resold hardware with shitty, shitty, shitty old iDRACs and a functionless passthrough that kills your IPMI after about 1/2 hour. Even if it was the full machine, it's not worth it.
Took my awhile ya Yeti fuck but I got that box working right. Runs ok and works for back up of back ups. Not the fastest box on the planet but for 10 bucks I ain't a bitchin.

Anyone has something in AMS? They say it's 2.5 Gb/s. Would be interesting if it's really that fast.
You can try it with a C2S on Scaleway, it's about 1400Mbit down / 900-1200Mbit up in my experience
