If all you want is OpenVPN, you can probably use one of those NAT IPv4 boxes from GestionDBI. Cost you about 50 cents a month.
They also have several $1-2/m plans with IPv4 on top of it.

I've run my personal VPN for 3 years on a 64mb kvm vps in Montreal (OVH) from:

Are you sure they dont fuck with network filter?
Last I bought from them they block any torrent file and connection from the network.
Any provider that silently block anything in their network is a shitty provider.
