Specs: Need it to run an OpenVPN for 1 user. Doubt it'll exceed 100gb b/w but would like 300-400 to be safe or more.

Any location in canada will work fine.

Budget $3 or less monthly.

    If all you want is OpenVPN, you can probably use one of those NAT IPv4 boxes from GestionDBI. Cost you about 50 cents a month.

    They also have several $1-2/m plans with IPv4 on top of it.

    Well, OVH Classic was <$3/mo, but that doesn't exist anymore, unless you're on a grandfathered plan

    I've run my personal VPN for 3 years on a 64mb kvm vps in Montreal (OVH) from:
    http://mycustomhosting.net/kvm-vps.php.
    Cost is only $10 a year but and has 100gb b/w per month. I'm sure @MCHPhil could work something out if you needed more b/w.

    Are you sure they dont fuck with network filter?
    Last I bought from them they block any torrent file and connection from the network.

    Any provider that silently block anything in their network is a shitty provider.

    Yep I have over 10 VPSs with them. Unfortunately they can't do what I requested.
