  • HE needs to expand. Lots of places where their routing is geographically way out of the way.

    Probably are working around that lingering issue by dumping off to peers.

    I am mixed on both approaches. Cogent rides packets end to end to avoid paying anyone. Often route geographically can be overshoots of destinations. Wished for years Cogent would start piping some into peering exchanges as workaround where needed.
