If you're just using it for a VPN, you don't need 256MB ram. You could go with Ramnodes $15 plan. (128MB)

Isn't it a problem to VPN on a shared NAT VPS? I mean in case there is a "bad" user on the node couldn't it make all the clients sharing this IP in trouble?

Not so much, as a whole the amount of abuse reports is TINY compared to other services, i.e. abusers seem to avoid it because they think its complex I suppose, and when I do get abuse reports I deal with them and remove the users abusing service.
Its rare though, usually just tor or torrent activity.
The biggest problem I see with NAT are the nullroutes caused by DDoS, abuse isn't really a problem as long as your provider is not dumb.

I would personally go with ramnode, they are amazing Also i would use Softether instead of OpenVPN for private use
You share the same IP with other users. Every VPS gets a specific port range it can bind to, that's why services requiring to bind to a specific port aren't possible.
