I've had a VPS with Leaseweb in the Virginia datacenter for about 6 months or so and I love it. Their control panel includes a firewall, ssh keys, console, etc.

Interestingly, the main page linked above shows the price in euros, but the cart, invoice and paypal payment all show the same number but in US dollars. So it's actually a little cheaper than it appears.
US servers are billed in USD, European servers are billed in EUR.
But keep in mind that their hardware isn't really the latest (as far as I read it here, were with them long time ago but and that time is was VERY new to the hosting / VPS world).
