Spam/Hacking and similar is now more complicated but never was much "legal" limited, rather by ISPs willing to delay shutdown (which is always happening) either juristically (eg. Portlane, Bahnhof for copyright, McColo), by bribes (or state owned/controlled) or just by ignoring the not-powerful gov (Lebanon, Vietnam, SA) or not caring much (China, PH, RU).
