I've used dnsmadeeasy.com before for something like this, but the problem with DNS failover, is that it does take time to kick in. I found using a Rackspace load balancer to do snappy IP failover/load balancing was a much better purchase, even if it is a little more expensive. It's a bit more difficult to setup, but primarily very easy as look as your keep your sites rsynced.
They now allow to use external IP addresses for the upstreams?
Wat about rond Robin DNS? I read it somewhere but never really got into it.
