While ARIN might be in cheapo mode right now, it's only a matter of time before the big abusers get the swing of the new allocation policies and ramp back up.

I think he just got rid of the last IPs owned by the datacenter and moved all of his clients that were on them to his own space. Entirely possible that some of those early clients were handed IPs like candy and now he's hitting some justification issues.

I know ARIN has increased the 'minimum usage' requirement for new allocations and actually requires a signed contract every time where you swear you aren't selling to spammers/SEO farms and douche things like that.
ARIN has been far more proactive about more and more policies to slow down allocation requests than RIPE/APNIC.

@jarland Spoke with him last night. He is 75% complete moving customers off his rented space. When i sent him the arin link that @qps posted, he was grateful for it, however thinks he may be classified as medium and not small. In addition since he is 75% complete moving IPs off he wouldn't qualify for more till he finishes what he started. 2000IPs I believe it was.
