You people are acting like ignoring DMCAs and allowing unfettered torrenting is a bad thing.
We could just as easily say that Romania is the vanguard of free speech and a defender of global liberty against unjust copyright slavery.

Even on pure practical grounds I think it's good to have a place for controversial or questionably legal content to go - that content is going to get hosted somewhere, and at least if there's someone willing to take it in that 'contains' that content from consuming resources elsewhere dealing with abuse reports. And it makes it easier for network admins to drop traffic from the really filthy networks at once, like some had done with Voxility in the past.
I have to admit, though, I do like that there are people that are acting against the unchecked expansion of intellectual property restrictions in the world, that there are people who will host speech (even extremely awful stuff) and that there are people acting to protect the idea of the common carrier. You need counterculture to keep society healthy.
If dissent can't find a home then we all suffer because some day it's not going to be the nutty guy posting about zomgj00zdid9/11 who we can all call a fuckwit, it's going to be the real deal with information on corruption or a moral question or a new perspective on a common idea that is suppressed by the powerful.
No-one will allow to host illegal content on their servers. Just the problem is they cant act in the same time for all websites.

Pushing free speech underground gives nutcases more credibility. Why would "they" forbid debates about the holocaust? That is because there is something to hide or the evidence is just scant or easily dismiss-able, while if you allow free discussion with arguments and everything, most sane people will be able to see who is right.
That being said, copyright infringement has nothing to do with free speech, it is just a modern way of making money on the back of creators which are already exploited by their publishers. As a result, more and more people choose to freely publish their work online. This is a growing trend, and free speech and exchange of ideas and art will continue to thrive, just the big commercial "content" will lose more and more "market share". The publishers see that and try all sorts of tricks to get more money while they can.
These days DMCA safe harbour provisions are under attack.

What people don't realise is: If there would ever be a reasonably big warez site on a server hosted by @cociu he would either shut it down really fast (like Voxility did when Romania entered the EU) or he would be in jail really quick.
@cociu is just too small and nobody gives a fuck about those small warez sites or the occasional torrent user on his servers.

I do think that is incorrect, both legally and practically.
That said, I do understand that your original post was valid from a specific point of view. But as we see in the comments here, there is much confusion about what the issue really is.
Indeed, it does seem a bit convoluted. I think the original point was wrt copyright infringement, then elements of rationalising illegal acts & sticking one to the man crept in.
The issue is that some misleading advertising here made people think romania is some pirates paradise and this perception makes some of our customers believe that, since we open a romanian PoP it means the ToS/AUP no longer applies and illegal activities are OK.
This is not true and, from what I know, it was never true, some inexperience and some leniency from some DC, does not mean there are no laws and no law enforcement here. Many people paid for their inexperience or knowing infringement, but those cases are not published well enough, so this legend still lives.
Even in the event that Romania WAS a lawless country, foreign companies operating here are still bound by the laws in their jurisdiction in most aspects of their activity, so, I fail to see how people can believe this BS altogether.

Indeed, the current use of offshore is quite offensive. Do the Romanians refer to Hungary as offshore? Out of basic respect, we should really be saying non-USA.
