Figured as much. It's usually cheaper to rent a server than it is to colo a server in the UK until you get to the point you're renting a decent chunk of a rack at least.
I seriously doubt you will need 4A in a 1U box unless it's a space heater, also these days I'd look at getting a proper server board with the IPKVM built in, yes you will pay more for it but it really comes in handy when you break something on the OS.
For comparison I think I was averaging 0.3 - 0.4A per server when running DL120 G7's with the First gen E3-1220 12GB ram and 2x 1TB 7200RPM drives)
My current C2750 machine usually draws under 0.5A and that was when it had 5 HDD's + 2 SSD's in. (Currently has 3HDD's and 2SSD's)
Also it's worth asking the provider how they bill for power, some will bill based on peak usage, some will tend to do it on averages so you can go Slightly over for a short amount of time and not be billed (They can't let you go way over as you'd probably trip a breaker.etc)
Haven't decided on the final hardware, I'm looking to get a used barebones from eBay. Right now I'm just gathering quotes to see if it's feasible to do this, over than a VPS.

You could try contact UKServers, they seem pretty cheap. You likely won't get 4A on a 1U colo however.

Honestly mate your best bet would be buying latest gen hardware for power efficiency. It's a shitty boat to be in by which I mean colocation in UK as it's all based around power draw and lacking connectivity for the most part.
The best information I can provide from when I looked this up was Dual L5520's as an example. Under max load, 72GB RAM etc was around 1A draw idle-ish and max around 2A from my research.
If that's the type of hardware you're after then I'd definitely say it's a shit deal and renting newer hardware is your best bet.
If you don't mind renting then definitely look at @Clouvider for UK who has some of the newest gear in stock or look at OVH.
While people bitch and moan about "Oh god. Another OVH reseller." there's a real reason why everyone uses them. They provide the quality hardware and decent network at a price point that just cannot be beat.
GRA is very UK focused for a DC if that helps at all. I can provide you a test file from my personal server and IPs to ping, both IPv6 and IPv4 if it helps you to make an informed decision.
If you're just after a little toy around box I know of a cheap desktop quad core with 4GB RAM, 500GB drive and 128GB SSD with 100Mbps unmetered for about £23/mo (ex vat) located in Maidenhead if I'm not mistaken, I may be wrong on all these details been awhile but I know the offer is still active.
Regardless of what you do, make an informed decision. Gather as much info as you can and base your decision on facts and don't presume things. If you have a question, ask it. If they can't answer it then maybe you shouldn't use them.

You'd be right! I was expecting some provider with a spare unit thats just wasting away - I'm going to explore all routes, including RTO if possible. I'm rather sick of just renting hardware, though it's handy for part replacements!
