Regular VPS customer unless we're talking about huge volumes and huge discounts. Not much risk with a few VPS anyway. Not talking about tens or hundreds.

They shouldn't, you can use reseller accounts legitimately without selling anything. (For example, using a WHM account to have 1 cPanel account/site)

Like a regular customer, as long as you accept you will enforce our TOS to your customers

I suppose monitoring is still performed by VPS provider, since reseller would not have the proper access? So TOS abuse would be notified from provider -> reseller -> end user.

Correct, we would simply forward any abuse complaints (Upstream) to the reseller in question. And obliviously any complaints from ourselves in regards to resource abuse etc would go directly from us to the reseller.

We can SWIP IP space etc also for serious resellers and help assist with WHMCS automation on the resellers end.
