Cheapest VPS possible

I already have a proper VPS, but I am looking for another one to use for very low-end testing stuff. I don't care about the RAM, I don't care about the location, I don't care about the diskspace, all I require is:
A CPU that isn't too bad, it doesn't need to be a Xeon E5 (Excuse my 0 knowledge about CPU's, but that's a good one, right?) but at least one that's a little bit usable.
Paying per month, not per year.
Payment possible with PayPal without a credit card attached to it. I don't have a credit card (Holland) so I'm not able to do that.
And I'm talking about cheap. Like, very very cheap. Overselling is allowed.

Most VPS providers even expensive ones don't allow mining

No amount of mining today will pay even for one tenth of the price of a dedi or a VPS, for example Litecoin (which is about the worst choice you could have picked for CPU mining) that the OP clown has mentioned, using 100% of all 8 vCores 24x7 on a E3-1230 will earn you $0.50... per year. Even with the fringe "CPU-targetted" coins, the days when they would pay for a VPS/dedi are long gone.
