simply install windows OS and use the following mod:

2core and 2gb ram on win server 2012r2 should do the job. Just find your self windows vps with that specs and run clashbot

Bluestacks require a GPU as far as i know.
As @Frecyboy already said, servers with internet connection are very rarely. Normally you visit the DC to use your VPS. Luckily you didn't mention you need an OS as you'd have a hard time finding a host which offers the installation of OS!

if you do get rooted android you will be able to use the macros app, which will generate the same action (like click in the same part of the screen) after period of time

And oh... Single board computer + android is out of stocks.
You don't need more than 2GB for bluestacks unless they change the requirement
I think you misunderstood my quote. I quoted @Quadcone who said, he's not sure if Bluestacks requires a GPU. But you quoted me like I had said the "Bluestacks require a GPU" which is not correct.

BS + Clashbt will eat CPU core all the time, unless your host allow it.
I bought two dedicated server (i7), each are running 6 BS+Clashbt, it went smooth and no crash. The 7th instances will make all bot laggy/crashed. Runabove Sandbox or $9 Steadfast can't handle it, never try higher specs.

How about running android in virtual box in a kvm vps?
All depends on whether your host will let you choke up the CPU, almost everything that requires virtualization tends to hammer the CPU the hardest.
Why Not get a Core i7 2600 Dedi from Hetzner Auction at 25-27 Euro ?? More than Enough if you need smooth performance.
Where do you see 25-27 euro? Cause it's currently at 31 euro
