Technically, the nature of such a site is prostitution.
In the United States, well known companies like Craigslist were notorious for such ads in a section of the their site. After many years of providing the place for these to be posted, Craig's bent to government legal pressures (to avoid a legal case potentially against them) and removed the section.
Other countries may not be as kind.
Putting the site outside the jurisdiction of the country you are focusing on means it will be very difficult legally for them to exercise jurisdiction and confiscate or offline your site.
So whatever country you are in, put said site in another. Preferably one with limited or no treaties with the country you will be hosting the site in.
