    2. Hosting adult content is banned on Russia. On St. petersburg area it may be legal.

    Masterhost does provide english support, not sure about PayPal though.

    It doesnt take even 1 minute to create a wallet.
    I can recommend IHOR i have very good experience in terms of what they provide.
    If you are expecting English support then forget it.

    If you need i can purchase any plan for you in return for BTC :P
    i have 3 unused vps which is valid for a year or so.

    Most Russian hosts use ISPsystem Billmanager which allows you to change the language to English (and most languages)

    If cheap VPS ($1/mo) is an option FirstVDS are pretty good.
