Free or not - You still have customer data (Connection IPs) and are (depending where you live) bound to store them - In court this could be the ONLY way to get out without sentencing, if i would have had the inbound IP of the user that uploaded CP over my exit i would have had ZERO issues.
Running VPN, especially free/donation based, is simply not worth the risk.

william i can understand what u say i have log and ip but if some thing happen i don't have money to hire a lawyer for myself as know i m student and pakistan law don't allow vpn

He could go to jail for simply running a VPN provider in Pakistan - I would not risk that, even if he would sell anonymous/via BTC.

IMO if you do not know what your clients will do, then don't.
List out the Terms of Service, Privacy Policy, then Acceptable Usage Policy;
then if you receive some letters complaining, check the log then ban that customer. Done.
Don't think it's too HARD for everything, but please be careful to every single BUSINESS step you took/will take. As @William said, if you host VPN in Pakistan with illegal things undergoing in your VPN, you're a dead man.

Moreover, people do use EC2 DO Linode Vultr and lots and lots and lots of VPSes, dedibox, VPN(your flavor) to do illegal thing, including but not limit to SPAMMING, DDOS, and some seedbox. Do those provider shutdown their biz just because of theeeeeeese things?

Depends on how much you piss them off - Seeding even public torrents is negligible risk for the provider, they can pretty much ignore the DMCA and won't be sued (too much work/costs for the copyright owner), Spam nearly the same - illegal pornography or hacking of government/large companies however is bound to get you massive issues.
Uhm, I'm saying BUSINESS, not private firms or individuals running those tunnels.
A company should have legal and tech team to deal with these situation, but in this case, seems not?

Oh, not to mention I ran like dozen VPN service in private? Just for trusted Chinese users to "climb over the wall", for websites like Youtube and Facebook, also maybe some seeding, but as long as I keep an eye on the logs, everything goes fine with some nullroute mitm for severe issue on outbound traffing. #dirtysmile
PS: By trusted I mean face to face verification, or friends-only.
PS2: We got a "famous" provider "well-known" in Hong Kong and China, they change their server often, wanna guess why?

We here in Hong Kong are living... quite "okay". Having some politic issues recently, but everything, except the skyrocketing price of everything, everything is fine and good.
So you should start to earn money, then migrate to somewhere else.
