What sort of systems do you guys know that allow you (the client) to send your offer to be listed into the website? With different categories, regions, and a nice search system?

there's so many of them out there but the best one so far is OpenClassifieds.
you can find it on softaculous as well.

I prefer OSClass. Here is our testing job board that was build on OS Class + Default theme (bit modified)

There are country specific themes available with osclass. You can grab one and modify them to match your need.

It's worth to mention (obviously, but I forgot about it), no user should be able to post in the website, it's more like a classifieds system, I'm now looking at all the options your mentioned.
