Looking at how the download speed evolved I'd assume the problem isn't with Prometeus or vStoike. And I saw once more why I consider ntt lousy and wouldn't want any provider using them (other than for backup).

You are looking at the latency on the end hop. and it's not got any packetloss. That is common with Juniper Edge routers with IMCP Limitations.
