It's true they're no McDonald's, but 18,000+ employees and 295 locations (they're not just in CA) is not what I'd call small!
Many providers don't say anything about the % CPU CAP in their TOS.

You could go with one of those specialist wordpress hosts.
Another option is to get a VPS and put serverpilot on it if you don't know how to administer the server.

Doesn't work on OpenVZ, but probably doesn't want less than 1GB.
512mb of ram is ok if you use a cache plugin.
You can install Centmin Mod and get a really faaast box. Nginx+PHP-FPM+Mariadb+Memcached is the best choice for a low end vps.
I thought I recall reading that it's not worth it to use memcached for small sites? Was it just bad advice?
@ir_darkghost, the short answer is "No". You can basically use any hosting provider if your website is full of caching and no one should said "you load us too much". I am sorry to repeat that so much, but all that website(s) need to be affordable, fast and do not load hosting/server much is to have good sysadmin.
Using memcached saves the cpu. It worths to give some free Ram and get a healty cpu ;-)
If you have at least 512mb of ram enable the magic memcached.
