I would generally agree with that statement. I see far less abuses coming from Indian IP spaces than Brazil. I don't have visibility into more beyond where attacks come from. I was curious if the top attack countries I observe matched the countries of most abusive users for VPS providers. In any case, I think a proper poll would have been more effective. Lots of interesting responses here though giving more insight into the problems providers face with abusers in general. At least there is a fraud record service which is perhaps a step in the right direction.
