That's for sure! For 1TB she will at least need to double her budget. And that would still be cheap!
As already mentioned that 12€ kimsufi would be her best bet, if you can install, configure ans maintain (keep it secure) a dedi. And if shes lucky and gets a 2TB HD, she could split costs as vimalware suggested. She wont find a better deal anytime soon.
Other than that, the most fitting deal I could find right now would be the Storage seedbox SDATA (900GB) from here: http://www.seedhost.eu/seedboxes.php
But thats 15€/~18$.

But you NEED to read all the info on their website, as their system works VERY differently from normal seedboxes! You get unlimited space, buy traffic packs that never expire, but your torrents are removed if they have been inactive for x days! And maybe lots of private trackers don't allow their unique/proprietairy client (check that before you sign up, or some tracker might ban you!). EDIT: they now also offer deludge. Keep in mind that FTP downloads also count againts your traffic, which is usually not the case for any other seedbox hoster!

She ended up with 300GB on my dedicated server. However she is still looking for an option. Maybe I'll set her up on a KS-2 sometimes next year.
Kimsufi is cheap and offers privacy (since dedicated), but upload may not be so great in GRA. I have only been getting 30 mbit/s.
You might take a look at http://justseed.it/ . However i dont know how reliable they are.

What are the speeds? Any idea what kind of speeds it gives on specific private trackers?
(Also if I leave Kimsufi I would like to go for sth cheaper but having two users on one IP is a big no-no, especially for a seedbox).
Why?
Private trackers do not like this at all and might even ban the account.
It's a recipe for disaster and frequent ban-unban request-ban-a/c put on hold cycles.
