Cheap Yearly Los Angeles VPS

Currently looking for a cheap, yearly VPS in Los Angeles for use as a VPN
Would prefer something other than Quadranet, though I will bear with it if it is the only offer I can get.
Low Latency to DigitalOcean NY would be awesome.
Min Specs:
- 1 CPU
- 64-128M RAM, it doesn't really matter as OpenVPN doesn't use much RAM anyways
- Storage doesn't matter
- 1-2TB BW w/ 100mbps port
Looking to spend around <30/year, I am just a poor college student

Crissic.net has some nice Quadranet, LA yearlies. $15 / Year will give you 2TB @ IGiB.

For kicks I did a ping from my box with Crissic to a NY DO instance:
There're a lot of providers here that can offer a yearly in LA, check around.
I'm not sure if OpenVPN uses that much bandwidth, if you need 100GB - 300GB bandwidth, go with xvmLabs. Their 1GB RAM and 300GB bandwidth costs < $10/year.
