    CPU/RAM/DISK are not problems. The biggest problem is the connection to China, if you ever care.

    No datacenter in US can achieve "connect to 80%+ ISP×districts in China with <220ms ping in the evening in normal situation".

    Few datacenters can achieve "... 50%+ ...", namely Krypt, MultaCom, AIS San Diego (r.i.p. Calihop).

    If you do care about speed, find a friend in Japan and buy a CloudCore VPS ($11/mo.) which connects similar to Linode Japan but cheaper (different routing, though). This should secure "... 85%+ ... <120ms ...". For the remaining 15%, grab a $12/qt. OneAsiaHost as reverse proxy for emergency use.

    If you don't care about bandwidth, you may consider HK VPS. Usually 1~5Mbps, but secures "... 95%+ ... <100ms ..." if they have direct routing to Mainland ISPs.

    From my experience, there is congestion between NTT JP's PoP and China Telecom. Just be aware that NTT has congestion with China Telecom at certain times. The routing path will usually be US-JP-CN.

    OP, I would suggest you use a provider that does not use NTT for connections to China ISPs. PCCW or possibly TeliaSonera is a suitable alternative.

    I've not seen this congestion. In my opinion, NTT routes to China are notable for the exact opposite reason -- the lack of congestion and latency.

    The only congestion that I ever see occurs after the handoff from NTT to whichever China mainland ISP and is typically generated on the return path (i.e., China back to Seattle). I occasionally see traffic that is not routed back through NTT but through other lesser (i.e., less expensive) networks on its return trip to Seattle.
