The RSS Feed URL always has this format:
First non login visitor will generated file cache page as a plain html and second visitor to those page served a plain html so how fast it is depend on your own server configurations.
HTML is fast by default config .... isn't it ?

I switched to gohugo.io/... it's awesome because it uses markdown and generates html files, which you could put anywhere (like s3 for example)
So much discussion and no mention of the obvious: WordPress.
OP already mentioned looking for something else than Wordpress.
PHP-wise, Chyrp is great for microblogs, it has the most of the features one might want from a blog covered. For something more barebones and easy to theme, try Pico.
Edit: forgot to mention Monstra. Fewer plugins so far than Chyrp, but it also has an admin panel (which Pico doesn't include), somewhere between the two above.
