I have a dedicated server down 8 days still no one fix problem
the company reply reinstall OS ,but it take 4 days still not fix it.
I have to claim on paypal require refund . but still no reply.

And FYI, once you file a Paypal dispute that essentially means end of conversation with your provider, and most likely you will lose because they have deliver the server (Paypal doesn't care whether the server works or not) and it is virtual goods.

It appears that OP has little server knowledge, doesn't want to spend money to get a managed server, refuse to pay tech hours to get things fixed when he broke them, and calling a provider scam with no evidence.

Isn't there some automated system for reinstalling the OS? Or does the server have IPMI?
