I have seen even lot lower pings (around 240) for machines hosted in LA

Obviously, results can vary. However, if you can get to LA in 240ms, then you'd be able to reach Seattle in no more than ~260ms. Any packet destined for Seattle that reaches LA would proceed directly on to Seattle with ~20ms extra latency.

What IP address were you testing from? I'd love to test it myself and run a traceroute.
