What do you mean? If someone pays him via Paypal the money will be in his account and from there he can spend it.

@neroux for some countries paypal doesn't allow one to use the balance in his paypal account to pay for anything. It must be withdrawn and then a card can be used through paypal to pay for goods / services.

I have no idea if UAE is one of these unlucky countries though. Probably no.

  • Yes it does, but the question was whether a Paypal balance can be spent directly without withdrawing it first. I've heard of such a restriction for the first time though.

Maybe a UAE resident will chime in and let us know!

Excuse me? I think you might want to watch your language.

At least I was trying to make some constructive suggestions, contrary to others. But if we are already at it, you might want to provide some source for the spending limitations at Paypal.

I recommend you to use blogger, it is an excellent free service. SEO is also very good, easily indexed by search engines, easy to sign up for Google Adsense, fast, zero downtime etc.

Agreed, however there will be still the domain issue.

If he's really serious about blogging, I think in 3-6 months he will be able to buy dedicated server with ease, so domain is not a problems anymore :)

Blogger scale very good, with 2500 + online users do not sweat at all (its seem they don't have limit for this), ah and we do not need to tweak the backend etc. :)

For OP: but be careful, a lot more visitors then we will be a major concern, create content that don't violate the TOS, and don't put an ads in addition to Google Adsense.
