Did anyone has similar experience that when trace in Windows, it will show final IP as every node?

The only explanation I would currently have is that something in your network resets the IP's TTL value. What is your network setup?
I've never encountered this issue. It looks like you messed something up.
Probably some kind of dumb ICMP redirection going on (Windows tracert is ICMP) -- ask your ISP / network admin.

Wifi - Verizon Router - Comcast Modem - Internet
IPv6 Traceroute is OK but not IPv4. It happens before. I am on Windows 8
