It is risk management. I can say from personal experience that it is more probable to receive a chargeback from a customer accessing website using VPN and paying by a (stolen) debit/credit card (that lacks 3DS or has no challenge, only frictionless flow)

I am not saying all VPN users are like so, but there is good chance of this event for a new customer.

Can't say for others. At Skhron, new customers (no active services existing) accessing WHMCS from datacenter IP addresses are forbidden from accessing Paysera and Stripe. SEPA and crypto are allowed due to no fraudulent chargeback risk present.

It isn't fraudulent though, I am yet to hear stories of someone stealing bank account to do some fraudulent orders
