General question for some of the yabs'ers here.

I've noticed that some of my VMs have unusually poor CPU performance vs what should be the performance for the same/similar CPU at other providers. In some cases there's a very clear throttling in play (the drop is like 25-50% very consistently) - some of the providers clarify that higher VMs get higher CPU slices - and this is not about those kinds of providers (where there is some transparency in what you get).

If I have a CPU that supposedly gives me X in some measurable metric, I expect to hit close to it from a bursty standpoint. I don't feel happy if I only get 0.5X - either it is oversold (irrespective of steal) or throttled (or both).

I'm just wondering how your experience has been.

I get a Xeon class CPU I'm not expecting Atom class performance (and I am not talking about abusive scenarios).
