I can. You bought a preorder item. You actually did get the product — you were placed in a queue and became eligible for the VPS within the time frame you agreed to when placing the order. Depending on the offer, it's not uncommon for preorders to be non-refundable. That's usually how it works: you get certain benefits (like a reduced price, better specs, etc.) in exchange for funding in advance. The host then uses that to plan and build out infrastructure based on demand.
It’s a mutual agreement — both sides agreed to the terms, which were clearly stated. Nobody forced you to buy. Imagine if the host took your payment, held onto it for a few weeks, and then just refunded you before the provisioning date because they "didn't need the client anymore because their plans changed".
So quit threatening with a dispute and acting like you’ve been wronged. You agreed to wait when you ordered — now have the patience to follow through. It's not the host’s fault your plans changed. In fact, the offer could’ve been strictly non-refundable, so if you do get a refund, consider yourself lucky.
