While I'm running a VPS host now, I had Data Ideas/Alien Data on-and-off. While not perfect it was a good VPS host for Tor exit relays.

The RPi 4s yes.
the Pi 3b was a 6 port power brick.
if get all the RPi's that's left. then the shelf, mounts all come with it.
