Yep, but I still don't understand how it works.
All you describe is ok for "buy domain and add privacy addon later" like eda.ge.
But if you buy a domain with already activated privacy, should your contact info not appear in any whois at all?
I thought that from the start (if you picked the add-on in the cart), any Whois should show us HiddenbyWhois.
Anyway, that may not be your problem, but nic.ge.
