They had a Ryzen 5950x 100GE promo going last year as well, and anything over 10GE felt like a miracle. It's one thing offering a server with a 100GE NIC and another to actually provide usable, good quality 100GE bandwidth. FDC had one of the most ass networks I had ever tried. Discussing it with some other providers I was told they mainly rely on Cogent for the peering.
Good luck filling that "100 Gb/s" pipe with 16 E5v2 cores and dual SSDs.
(Hint: E5v2 is PCIe 3 so one would need a 16x lanes based card to get 100+ Gb/s which that CPU is unlikely to deliver anyway)
IMO an unattractive config but hey, at least it might actually fill that (much thinner) pipe.

It's not worth it selling 100G without commitment.
