Are you allow traffic to port 25 (SMTP) and if so do you support RDNS records for ipv4 and ipv6?

Yes, most VPSes have two bandwidth options: unlimited transfer at limited speed (which grows daily) and limited transfer @ 1Gbps.
You can switch between those in your control panel later.

when order you have 2 options
either
1- unlimited transfer on 250mbps port for upload , for download it is unlimited on not limited port
2- on 1gbps port you are allowed to use 12TB per month
This data speed applies only to upload data rate. The download data rate is unrestricted in both the cases.
PS - I recommend VPS with HDD storage with small NVMe storage for OS

yes correct,
For the cores they are dedicated and pinned so the same CPU cores are assigned to your VPS from boot and only your VPS use those cores
I have seen the results and i am not sure why it does not scale and my assumption it has to do with some power setting on the server but didnt find the root cause yet
