and then he said his transfer of data is taking much longer
I mentioned that he can't take his sweet time to initiate the server transfer after payment has been received.
Finally I requested him that he has 24 hours to either initiate the server transfer OR refund the money

I don't think he's gonna honor his part after all this fiasco. If you've paid through PayPal or card just chargeback. If not most likely just forget about the money.
May be we should implement some rules in LET for any kind of transfer, any admin or mod will act as a middleman to prevent any sort of foul play.
How will that work? You do realize mods are not compensated. If they start hand holding every transaction.....
I have learned it's more about communication clearly and making sure one does not fall through too good to be true transactions.
