are you really still giving him the benefit of the doubt ? there is no chance the bank freezes money for that long without court order they will either contact authorities or return to sender or free the money. if by any chance the bank is holding the money it would be because bank though calin is malicous not coinbase or original sender and i am pretty confident that a bank holding your money would have provided several papers which can be sent to his client as proof with bank stamp and all but no his bank just tells him we stole your 20k and hangup and moves on... thats stupid
regarding his claim about client's malicous crypto
i would like to point out that cashout was made from coinbase which is a legal US company there is 0 chance the transaction will be frozen because of malicious crypto coinbase will never let you cash out malicous crypto to the bank its impossible. coinbase freezes any suspicous txn way before having the chance to send to a bank.
