Probably no, in another thread support stated that bandwidth will not be changed on existing servers.
SYS-2 is KS-2 now so if setup fee and a near 30% price reduction are acceptable for you, you can order new server with 300 Mbps bandwidth. KS-2 stock (as SYS-2) is very limited and on restock grabbed quickly so it is not too easy to get your server in the desired DC. However as SYS-2 is now KS-2, it is available in their all DCs in EU and CA.
I can no longer place my trust in OVH, as they have proven to be an unreliable company that unilaterally cancels customer orders without notice.
I can no longer trust OVH, as they not only arbitrarily canceled my order but have also failed to issue a refund, even after two days.

@OVH_APAC Post the details on this server at $90.19 / month. Advance-1 CPU and what for that cost? Up to this and up to that does not qualify as a proper offer without memory, and storage details for the "base" price.

@OVH_APAC It doesn't appear that 4004s can be ordered in Singapore from OVH US website.
When will you add the Singapore location on the US website?
Plot twist: There's no setup fee on the new epyc range, has a discount of 10%, a 5% reduction if paying for 24m, yea right 24m.
2nd conclusion: Only eco servers have a setup fee.
